Monica Pham
Vice President, Managing Director
Monica N. Pham, Esq provides strategic consulting and pragmatic solutions to life science organizations with more than 20 years of leadership experience in government policy making, advocacy, reimbursement strategy, and innovation across the biopharmaceutical industry.
Monica brings a unique blend of analytical rigor and creative problem-solving to every engagement. With her proven track record of helping organizations navigate complex challenges and capitalize on emerging opportunities, she serves as the strategic architect behind client success stories. She previously served as Head of Public Policy at Cencora, where she led policy initiatives on reimbursement strategy, navigating the Inflation Reduction Act (IRA), drug pricing, supply chain issues, drug shortage, and pharmaceutical dispensing.
As a senior executive at Biogen, she led public policy and government affairs collaborations across commercial, product access, legal, real-world evidence, research and development. Prior to Biogen, Monica served in the New Jersey’s governor’s office coordinating federal and state efforts during the COVID-19 public health crisis.
She served in the United States Senate as a senior staffer responsible for drafting laws, coordinating policies, programs, and regulations. In the United States House of Representatives, Monica served as the first female Executive Director of the bipartisan HIV-AIDS Congressional Caucus focusing on infectious diseases, reproductive, maternal and infant health policy. Prior to her public policy experience, she served in the United States Department of Veterans Affairs Office of General Counsel. She completed a fellowship in the Asian Pacific American Institute for Congressional Studies (APAICS).
She earned a BS in Neurobiology and Human Development from Cornell University and an MPA from Columbia University’s School of International and Public Affairs. Monica obtained a JD from Hofstra University School of Law, licensed to practice law, and is a member of the New Jersey State Bar and the Supreme Court Bar.
