James Horner works across Avalere Health’s life sciences, nonprofit, health plan, digital health, and provider sectors, helping organizations address complex strategic, policy, and analytic challenges.
He partners with teams across the firm to shape tailored solutions that meet clients’ evolving needs.
His experience spans Medicare Advantage, data analytics, risk adjustment, and healthcare strategy, bringing a practical and cross-functional perspective to client work. James also serves as a leader of Avalere Health’s pro bono committee, supporting the firm’s commitment to community impact.
Before joining Avalere Health, James was a capture manager with HMS Federal, where he developed fraud, waste, and abuse detection solutions for federal healthcare agencies, including the Centers for Medicare & Medicaid Services, the Department of Veterans Affairs, and the Defense Health Agency.
James earned a BA in economics from Wake Forest University and an MBA from Duke University’s Fuqua School of Business.
